About this opportunity

The City of Worcester is soliciting sealed bids for rock salt supply to its Department of Public Works under a one-year contract running October 24, 2026 through October 23, 2027, with bids due September 2, 2026 at 10:00 a.m. at City Hall, Room 201. The procurement carries a multi-vendor award structure with awards to up to three vendors (primary, secondary, tertiary) at intended distribution ratios of 50%, 30%, and 20% respectively, with awards made by line item — bidders may bid on one or both items.

The scope spans 18,000 tons of standard rock salt and 2,000 tons of treated rock salt blended with liquid magnesium chloride, both via truck delivery to three designated Worcester storage locations (22 Albany Street, 295 Clark Street, and 1075 Millbury Street). Deliveries must occur within 72 hours of notification with capacity to accommodate 24-hour delivery when conditions warrant. Rock salt must meet minimum chemical composition of 96% sodium chloride and specified sieve analysis standards, with manufacturer lot numbers and sodium chloride percentages documented on shipping reports. All prices are firm and F.O.B. destination with no price adjustments allowed. If a vendor cannot deliver due to unavailable trucking, the City may supply trucks and the vendor must discount product price by 20% per ton.

Contractors must provide certificates of insurance evidencing general liability coverage of $1 million per occurrence and $2 million aggregate, automobile liability coverage of $1 million, and worker's compensation insurance. Compliance with CORI hiring standards, gender identity policies, and wage theft prevention ordinances is required. A one-year guarantee on all materials and workmanship and product analysis documentation prior to delivery are mandatory. The City reserves the option for private haulers to pick up an estimated 2,000 tons from the awarded vendor. All city and school departments may utilize the contract at agreed-upon unit prices.
