About this opportunity

The City of Rochester Department of Finance, Bureau of Purchasing is soliciting bids for residential roadway snowplowing services for the 2026–2027 season, with bids due August 10, 2026 at 11:00 a.m., and a mandatory pre-bid conference via Zoom on August 3, 2026 at 11:00 a.m. MWBE-certified firms receive a 5% price advantage.

Awards are made on a route-by-route basis to the lowest responsive and responsible bidder. Each route encompasses approximately six centerline street miles and requires one well-maintained truck with an approved plow, front-end loader, or articulated loader backhoe plus an operator. The contract term is one year from award notification through June 30, 2027. The City retains the right to extend for up to two additional seasons, or up to four additional seasons if equipment includes four-wheel-drive front-end loaders or articulated loader backhoes. Equipment incentive premiums of up to 25% are offered for front-end loaders or articulated loader backhoes.

The City guarantees a minimum payment of $10,000 per route for the season if services are fully performed as specified. Bidders must submit $1,000 bid security per route (converted to performance security upon award) in the form of cash, certified check, or irrevocable letter of credit. Contractors must provide current New York State vehicle registration, commercial general liability insurance with limits of $1 million per occurrence and $2 million general aggregate, commercial automobile liability insurance of $1 million combined single limit, and umbrella excess liability of $2 million. Workers' compensation and disability insurance are mandatory. Contractors must supply all vehicle, registration, insurance, and driver documentation within five days of award notification and prior to vehicle inspection, scheduled for late October or early November. Failure to meet these timelines or provide required documentation constitutes default and results in forfeiture of bid security.

Bidders with less than five years of snowplowing experience must attend the pre-bid conference. Sealed bids are due by Monday, August 10, 2026 at 11:00 a.m. to City Hall Room 105A. Bids will be opened and recorded via Zoom. The snowplow season runs October 15 through April 15 annually.
