About this opportunity
The Town of Wethersfield, Connecticut is soliciting sealed bids for road salt and treated road salt for the 2026-2027 winter season under ITB 2027-02, with bids due October 16, 2026 at 12:00 p.m. A local bidder preference applies: town-based businesses may match the lowest responsible bid if their proposal falls within 10% of that price.
Treated road salt must consist of sodium chloride mixed with either liquid magnesium chloride or liquid calcium chloride combined with an organic-based performance enhancer (LMC/LCC/OBPE). Technical requirements include a minimum 13.0% MgCl2 by weight, a freezing point of -20°F or lower, and moisture content not exceeding 4.8%. Material must comply with Connecticut Department of Transportation sodium chloride specifications. Bidders must provide written certification from their salt supplier confirming access to sufficient supplies.
The estimated annual purchase is approximately 3,000 tons total—1,000 tons of untreated road salt and 2,000 tons of treated road salt—though actual quantities depend on weather conditions and budgetary limitations. The Town has 1,200 tons of storage capacity. Routine delivery must occur within 72 hours, available Monday through Friday from 7:30 a.m. to 3:00 p.m.; emergency delivery must be completed within 24 hours. Failure to meet delivery timelines triggers a 1% per-ton discount for each day late. Delivery terms are Free On Board Destination, with pricing on a delivered, per-ton basis and all discounts included. Pricing must remain firm from October 16, 2026 through June 30, 2027. The Town is not obligated to purchase any minimum quantity and will purchase only as operational requirements dictate.
The contract runs through June 30, 2027 with no renewal options. Bidders must submit two hard copies and one electronic copy. No bid bonds are required; however, bidders must provide proof of insurance, execute non-collusion affidavits and environmental compliance certifications, and complete fair employment practices questionnaires. Questions are due October 9, 2026 at 12:00 p.m. Contact Julie Gerace at purchasing@wethersfieldct.gov or 860-721-2861.

The Treated Shall include a mixture of Sodium Chloride (road salt) treated with Liquid Magnesium Chloride or Liquid Calcium Chloride and Organic Based Performance Enhancer (LMC/LCC/OBPE). The liquid treatment is intended to enhance the performance of the road salt by reducing corrosiveness, improving low temperature performance, reducing bounce and scatter, preventing clumping, salt pile freezing and enhancing flowability. The Town will not be obligated to purchase any set amount, but will purchase as requirements dictate.
