About this opportunity

The Florida Fish and Wildlife Conservation Commission is requesting competitive bids on annual maintenance grading projects for roads on the Apalachicola River Wildlife and Environmental Area and Box-R Wildlife Management Area in Franklin and Gulf Counties under ITB FWC 26.27-07, with sealed bids due October 15, 2026 at 4:00 PM ET and a mandatory site visit required prior to submission.

The scope encompasses three job locations: Job #1 on Apalachicola River WEA in Gulf County, Job #2 on Apalachicola River WEA in Franklin County, and Job #3 on Box-R WMA in Franklin County. The FWC estimates approximately 15 miles of road maintenance on Apalachicola River WEA and 10 miles on Box-R WMA during the first year, though actual mileage may vary based on available funding. Road maintenance work includes harrowing, filling potholes, grading to achieve proper road surface and ditch slopes, vegetation removal, compaction using standard roller equipment, seeding with brown top millet, wheat, or oats, and implementation of erosion control best management practices. All work must be completed by June 1st each year. The contractor must provide all labor, materials, equipment, tools, transportation, supplies, mobilization and demobilization costs, and insurance, and is responsible for obtaining all required permits, maintaining adequate insurance, and managing any damages to state property caused during performance.

The contract period is three years from issuance of the purchase order, with the FWC holding the option to renew for up to three additional one-year periods at its sole discretion. Bidders must submit a price per mile for road repair and grading for each job location, with separate pricing for the initial year and each of the three potential renewal years. Award will be made to the responsive, responsible bidder submitting the lowest total bid price, with an anticipated award date of October 19, 2026. Partial payments may be made upon percentage of job completion, with 10 percent of each invoice withheld pending final completion and acceptance. A notarized Certificate of Completion must be submitted with the final invoice, and all invoices must be submitted by June 10th each year.
