About this opportunity
The State of Hawaii Department of Transportation Harbors Division is requesting proposals for unarmed security services at commercial harbor facilities on the island of Oahu under Project No. RO1077-27, with proposals due November 5, 2026 at 2:00 p.m. Hawaii Standard Time. Bidders must possess a valid State of Hawaii Guard License at bid opening and demonstrate a minimum of five years of experience providing security services at 33 CFR 105-regulated harbor facilities since April 15, 2009, with minimum annual revenue of $3 million — eligibility filters that narrow the competitive field to established operators.
The scope is 24-hour, seven-days-per-week unarmed security coverage at designated security posts within Honolulu Harbor, Aloha Tower, and Kalaeloa Barbers Point Harbor on an open-ended, as-needed basis. The contractor must maintain both Guard and Guard Agency licenses, provide a minimum roster of 40 full-time and part-time qualified traffic control officers, harbor security officers, and contract security supervisors, and deploy two security patrol vehicles. Personnel must hold Security Guard Licenses and Transportation Worker Identification Credentials; pass physical examinations within six months and drug testing; possess high school diplomas and valid Hawaii driver's licenses for vehicle operators; and clear background checks with no moral turpitude convictions. All personnel must complete training in accordance with 33 CFR facility security officer requirements. The contractor must execute a non-disclosure statement regarding Sensitive Security Information.
The contract is subject to prevailing wage requirements per Hawaii Revised Statutes Section 103-55, with state employee salary ranges provided as guidance. Insurance requirements include workers' compensation, comprehensive automobile liability, and commercial general liability with minimum limits of $1 million per occurrence. Prior to contract execution, the contractor must submit tax clearance certificates from the State of Hawaii Department of Taxation and Internal Revenue Service, certificates of compliance from the Department of Labor and Industrial Relations, and certificates of good standing from the Department of Commerce and Consumer Affairs.
Award will go to the lowest responsive and responsible bidder within sixty calendar days after bid opening. Questions and substitution requests are due October 8, 2026 at 2:00 p.m. HST. Proposals must be submitted through the HIePRO electronic procurement system.
