About this opportunity

Ridley Township is soliciting sealed bids for the Balignac Avenue Sidewalk Replacement project through the PennBid Program, with proposals due by 10:00 A.M. on August 27, 2025. The procurement involves installing 175 linear feet of concrete curb and 450 square feet of sidewalk, along with related infrastructure improvements. Bidders must access all project documents online via www.PennBid.Bonfirehub.com at no cost, with the understanding that the successful contractor will pay a program fee of 1/3% of the contract value (minimum $100, maximum $5,000). Contractors must comply with multiple federal and local requirements, including Davis-Bacon Act provisions, labor standards, public works employment verification, and Section 3 of the Housing & Community Development Act. Bidders are required to submit a Contractor Responsibility Certification and, if applicable, a Subcontractor list and corresponding Responsibility Certification.

The contract includes several mandatory compliance requirements for potential bidders, including specific insurance provisions, central contractor registration, and adherence to Township of Ridley Ordinance No. 2048 regarding minimum contractor standards. Contractors must provide a payment bond and performance bond covering 100% of the contract price, as well as a one-year maintenance bond for 10% of the contract value. While specific set-aside designations are not explicitly detailed, the bid documents suggest a focus on equal opportunity provisions. The township reserves the right to accept or reject any or all bids, indicating flexibility in the procurement process. Although a precise budget range is not specified, the comprehensive bonding and documentation requirements suggest this is a significant infrastructure project with potentially substantial financial implications for the selected contractor.
