About this opportunity

The County of San Diego's Department of Behavioral Health Services is requesting Statements of Qualifications for one or more Substance Use Residential Treatment Program contracts to allocate 38 total beds, with Statements of Qualifications due November 13, 2026, and a pre-SOQ conference scheduled for October 15, 2026.

A mandatory requirement mandates that 30 percent of awarded beds be designated as ASAM Level 3.5 care. The County will award one or more contracts and rank qualified offerors on a standing list for one year; additional contracts flow to subsequent offerors as needed during this period. Pricing is not evaluated; the County will negotiate fees with highest-ranked firm(s) based on established County rates of 80–90 percent of the Department of Health Care Services Medi-Cal Behavioral Health Fee Schedule rates, depending on program size and service type.

The scope is 24-hour non-medical residential substance use treatment, withdrawal management, recovery, and ancillary services for adults aged 18 and older with substance use conditions, including co-occurring mental health disorders. Offerors must be able to staff a Medical Director meeting specific state enrollment and screening criteria, demonstrate readiness for ASAM 4th Edition standards, accept the County's draft agreement terms, accept the provider rates, and commence operations within 90 calendar days of contract execution.

The initial contract term is six months with four one-year renewal options. Services are billed according to CPT or HCPCS codes in alignment with the Drug Medi-Cal Organized Delivery System Billing Manual. Funding sources are Drug Medi-Cal Organized Delivery System (DMC-ODS) and the Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG). Offerors may request ancillary funding during the first 150 days following contract execution, subject to negotiation upon award.

Questions are due October 22, 2026, at 5:00 p.m. Submission of a Linguistic and Cultural Diversity Plan documenting workforce diversity initiatives, multilingual staffing, and Disadvantaged Business Enterprise, Emerging Small Business, Minority Business Enterprise, and Women's Business Enterprise subcontractor utilization is mandatory.
