About this opportunity
The County of San Diego Department of Purchasing and Contracting is requesting Statements of Qualifications for Quarterly Pre-Qualification for Public Works Projects, with SOQs due July 27, 2026 at 3:00 p.m. This is a qualifications-based prequalification vehicle, not a project-specific bid; firms found qualified will be eligible to bid on County public works projects for twelve months commencing the first day of the first quarter following prequalification approval.
Mandatory eligibility requirements include current workers' compensation insurance, liability insurance with minimum limits of $2 million per occurrence and $4 million aggregate, and Essential Criteria responses demonstrating no license revocations, surety defaults, debarment, bankruptcy, terminations for cause, criminal convictions, or delinquent liabilities. Offerors must also respond to five Pre-Qualification Criteria experience questions; any numerical responses totaling more than eight points result in disqualification.
Qualified firms will be listed on the Qualified County Public Works Project Contractor List on the Department of Purchasing and Contracting website. Pricing is not evaluated in this phase and will be addressed in subsequent project-specific Requests for Bids. The County reserves the right to modify the qualification list by issuing additional RFSQs during the twelve-month qualification period.
Questions are due July 13, 2026 at 5:00 p.m. Award is expected following evaluation by a Qualifications Evaluation Committee and approval by a Source Selection Authority. Non-resident California contractors may be subject to backup withholding under California Revenue and Taxation Code Section 18662 unless proper tax forms are submitted. The County is subject to California Public Records Act disclosure and intends to publish resulting contracts to its public website.
