About this opportunity

The County of San Diego, Department of Purchasing and Contracting is issuing a Request for Statement of Qualifications (RFSQ 13377) for quarterly pre-qualification of contractors eligible to bid on county public works projects, with SOQs due October 29, 2026 at 3:00 p.m.

Qualified firms will appear on the "Qualified County Public Works Project Contractor List" maintained by the Department of Purchasing and Contracting and remain eligible to bid on prequalified public works projects for twelve months from their qualification effective date, which commences on the first day of the first quarter following RFSQ issuance or the actual prequalification date if occurring after the quarter begins.

Mandatory eligibility requirements include current workers' compensation insurance or legal self-insurance; liability insurance with minimum limits of $2 million per occurrence and $4 million aggregate; and absence of disqualifying conditions such as license revocation, surety defaults, debarment, bankruptcy, criminal convictions, OSHA violations, or prevailing wage violations. Offerors must answer Section B pre-qualification questions; those whose numerical responses total above eight will be disqualified.

This is a qualifications-based selection process. Pricing will not be evaluated at this stage; pricing evaluation will occur in a subsequent procurement phase through a separate Public Works Project Request for Bids specific to individual projects.

Questions are due September 29, 2026 prior to 5:00 p.m. SOQs may be submitted electronically through BuyNet or, if unable to do so, via CD/DVD or printed copy to the Purchasing and Contracting front desk. No site visits or bidders' conferences are scheduled.

The contracting officer is Martha F. Trevejo, Sr. Procurement Contracting Officer. The County reserves the right to request clarifications, conduct interviews or presentations, reject all SOQs, cancel the RFSQ, or modify the qualified firms list at its sole discretion. All SOQs become County property upon submission and remain open as firm offers for six months following Notice of Intent to Award.
