This is a qualifications-based procurement; price will not be evaluated during the qualification phase and will be negotiated after City Commission approval or contract award. The Design-Build Team must provide integrated design, engineering, equipment manufacture, installation, construction, testing, commissioning, and related services for replacement of at least two existing terminal passenger loading bridges. Scope includes removal of existing bridges; installation of new bridges with retracted lengths not exceeding 58 feet and extended lengths exceeding 110 feet; integration of 400 Hz and 28 VDC ground power units, point-of-use pre-conditioned air units, and wheelchair/baggage lifts with covered baggage slides; badge-swipe operational controls; and adjustment of terminal ramp markings.

All manufacturers must comply with Buy American Preferences under 49 U.S.C. § 50101, requiring all steel and manufactured goods be produced in the United States. The DBE participation goal is zero percent. No local-vendor preference applies. Respondents must demonstrate minimum five years of successful experience in design, fabrication, and installation of similar passenger loading bridges. Passenger loading bridges must include a minimum two-year warranty with potential extension to five years. Installation is limited to three weeks per bridge with liquidated damages of $1,000 per day for unapproved delays.

The initial contract term is five years from execution with optional extensions of one five-year extension or five one-year extensions, or any combination thereof. The scoring meeting is scheduled for October 21, 2026, with anticipated award approval by November 4, 2026. Questions are due September 11, 2026 by 3:00 PM ET. The project is contingent upon annual appropriation by the City Board or other specified funding sources. Evaluation criteria include executive summary, client references, experience and past performance, planning activities and statement of work, staffing plan, resumes, and approach and methodology, with maximum evaluation points of 100.
