About this opportunity
The County of San Diego, Department of Purchasing and Contracting, is requesting statements of qualifications for Less Restrictive Programming (LRP) Housing and Supportive Services for justice-involved youth ages 16–25 under Probation Department supervision, with SOQs due August 10, 2026 at 3:00 p.m. and a pre-SOQ conference on July 8, 2026 at 9:00 a.m. via Microsoft Teams. Small-Local Business Subcontractor Participation Requirements apply, with a 3% participation goal for task orders exceeding $1 million in annual value.
The scope encompasses safe, structured, trauma-informed housing with integrated case management, life skills training, behavioral health supports, and re-entry assistance for SYTF-eligible youth. Mandatory minimum requirements include 24/7 staffing with live-in House Managers, ADA accessibility, gender-appropriate housing accommodating transgender youth, zero-tolerance policies for drugs and alcohol, cooperation with Probation searches, Medi-Cal billing compliance, and use of Probation's Community Resource Directory.
This is an indefinite delivery/indefinite quantity (IDIQ) arrangement with an initial base period of one year and four one-year renewal options. Pricing will not be evaluated during the qualifications-based selection process; the County will negotiate fair and reasonable fees with the highest-ranked qualified firm(s) following SOQ evaluation.
SOQs must not exceed 20 pages (excluding disclosures, financials, and required attachments) and must address mandatory minimum requirements, program design and approach, organizational capability and experience, organizational stability and risk, and acceptance of terms and conditions. Questions are due July 13, 2026 at 5:00 p.m. The County reserves the right to award multiple contracts, cancel the RFSQ, reject all SOQs, or modify the process at its sole discretion.
