About this opportunity

The Central Puget Sound Regional Transit Authority (Sound Transit) is requesting a Statement of Qualifications and Proposed Approach for General Contractor/Construction Manager services for the W100 SODO Station project in Seattle, with SOQs due September 11, 2026 at 2:00 p.m. PDT and a pre-SOQ meeting scheduled for August 21 at 10:00 a.m. Certain firms—Connect Seattle Partners, WSP USA Inc., Mott MacDonald LLC, and others—are precluded from competing due to prior involvement in program-level engineering services.

The scope includes preconstruction services, construction of a new SODO Station, associated roadway and utility work, and interface coordination with multiple West Seattle Link Extension contracts. The procurement follows a two-phase delivery model: a 24-month preconstruction phase estimated at $6 million to $8 million, followed by a 4-year construction phase with a contract value range of $150 million to $225 million, exclusive of Washington State sales tax. The preconstruction Notice to Proceed is anticipated in February 2027, with construction NTP in February 2028 and project completion in February 2033.

Sound Transit has established a 0% Disadvantaged Business Enterprise goal due to recent FTA regulatory changes, though the agency encourages small business and diverse firm participation and will develop a Comprehensive Economic Development Plan post-award. The project is partially financed through a U.S. Department of Transportation Federal Transit Administration grant and is subject to FTA Master Agreement and Circular 4220.1G compliance.

Short-listed firms will be notified the week of October 12, 2026, with final proposals due November 10, 2026. SOQs are evaluated on 400 points covering qualifications and past performance (70 points), key personnel experience and technical competence (120 points), subcontracting plan (50 points), project execution approach (70 points), economic development and small business inclusion (50 points), EEO commitment (20 points), and labor relations (20 points); interviews and final proposals add 600 additional points for a total of 1,000 possible points. Jacobs Engineering Group is the designer of record.
