About this opportunity
The County of Los Angeles Department of Probation is issuing a Request for Statement of Qualifications (RFSQ) to establish Master Agreements with qualified vendors for Juvenile Justice Social Programs Services (JJSPS) throughout Los Angeles County. The procurement seeks vendors capable of providing as-needed social program services within the juvenile justice system, with the objective of supporting and rehabilitating youth involved in the probation system. Vendors must demonstrate expertise in delivering comprehensive social services tailored to juvenile justice needs. A mandatory Vendors' Conference was scheduled for Wednesday, June 28, 2017, at 1:30 p.m. PT, located at Progress Park in Paramount, California, where prospective bidders were required to notify Juan Kubes at (562) 658-1858 in advance. The due date for submissions was set for January 16, 3025, with multiple addendums (Addendum 1-4) providing additional clarifications and modifications to the original solicitation. Importantly, execution of a Master Agreement does not guarantee any minimum amount of business to the selected contractors, indicating an as-needed service model. The procurement process involves multiple vendors potentially being selected to enter into Master Agreements with the Department of Probation.
The solicitation documents do not explicitly outline specific set-aside designations or restrictions on respondent types. No information was provided about disadvantaged enterprise requirements or preferences. The RFSQ does not list incumbent vendors or specify existing infrastructure that would require integration. While the total budget or potential award values were not detailed in the available documents, the procurement is structured to create a pool of qualified vendors who can be engaged for juvenile justice social program services on an as-needed basis. The County anticipates working with multiple contractors to deliver specialized services throughout Los Angeles County. The procurement approach suggests flexibility in vendor selection and service delivery, allowing the Department of Probation to access a diverse range of social program expertise for juvenile justice interventions. Prospective vendors were expected to demonstrate comprehensive capabilities in providing social services specifically tailored to supporting youth in the probation system.
