The City of Goodyear is soliciting qualifications-based proposals from Construction Managers at Risk for pre-construction design phase services and complete construction of the Goodyear Recreation Campus Phase II, with Statements of Qualifications due October 30, 2026 at 3:00 p.m. Arizona Time, and a mandatory pre-submittal conference on October 20, 2026 at 11:00 a.m. via Microsoft Teams.

The scope encompasses expansion of the existing 40-acre recreation campus by constructing an additional 46 acres as the city's first regional park, including recreational courts and fields, irrigation storage, restroom facilities, vendor concessions, a 25,000-square-foot administration building, parking lots, sidewalks, lighting, art elements, landscaping, and off-site improvements. The contract comprises two phases: a negotiated not-to-exceed Design Phase Services agreement and a Construction Phase Services agreement with a Guaranteed Maximum Price. The initial construction budget estimate is $68 million (FY2027), with actual available funding to be determined during design. Project funding is through City of Goodyear General Funds via Capital Improvement Plan appropriations. Contract award is anticipated for December 2026, with construction-start Notice to Proceed dates to be determined during design.

Evaluation is weighted at 250 points for Project Understanding and Approach, 200 points for Prime Firm Experience (requiring documentation of at least five similar projects with references), 200 points for Major Subcontractors' Experience (requiring at least three similar projects with references), and 200 points for Key Personnel Experience. SOQs must not exceed 15 pages (single-sided 8.5" × 11", with one 11" × 17" foldout allowable), submitted exclusively through the City's Bonfire procurement portal, and must include a signed Offer and Acceptance form, Non-Collusion Affidavit, Arizona professional and contractor licenses, and key personnel resumes. Design and pricing information is prohibited from SOQ submission. Questions close October 22, 2026. Proposers must carry Commercial General Liability ($1 million per occurrence/$2 million aggregate), Automobile Liability ($1 million combined single limits), Professional Liability/E&O ($1 million each claim/$2 million annual aggregate for three years post-completion), and Umbrella/Excess Liability ($2 million per occurrence). The City reserves the right to reject all SOQs and conduct finalist interviews.
