About this opportunity

The City of Apache Junction, Arizona is requesting qualifications for a Construction Manager at Risk to provide pre-construction and construction services for a City Services Expansion project (Project No. 25220) located at the southwest corner of Ironwood Drive and the planned Horton Drive, with qualifications due July 20, 2026 at 2:00 p.m. Arizona Time and a mandatory pre-submittal conference on June 29, 2026 at 11:00 a.m. Attendance at the conference is required for consideration.

The scope encompasses a 27,000-square-foot police substation, a 15,000-square-foot branch library, a 5,000-square-foot park maintenance building with material corrals and laydown space, secured and unsecured parking, associated civil and landscaping work, and offsite road improvements on a 22-acre municipal facilities site. The CM@R will enter into a Pre-Construction Contract to provide design assistance, value engineering, constructability reviews, scheduling, and long-lead procurement planning, culminating in a Guaranteed Maximum Price proposal, followed by execution of a Construction Services Contract as general contractor during construction. Subcontractors must be selected on qualifications alone or qualifications combined with price, not price alone.

The estimated construction budget is approximately $49 million. Design is expected to begin in Summer 2026 and take approximately 12 months, followed by construction. The City will conduct interviews with qualified respondents on August 18, 2026, with contract execution anticipated in October 2026.

Respondents must submit one original and seven duplicate copies of a Statement of Qualifications limited to 15 content pages plus cover materials. Evaluation criteria include firm information (10 points), relevant experience (50 points), key-personnel experience (40 points), current workload and ability to start immediately (20 points), project understanding and approach (50 points), subcontractor selection plan (10 points), and clarity and thoroughness of response (20 points), totaling 200 points. Ranked-based scoring will create the Final List for interviews; SOQ scores do not carry over to interview scoring. Questions are due July 9, 2026 at 11:00 a.m., with responses due by the proposal deadline.
