About this opportunity

Invest Atlanta is soliciting competitive sealed responses to establish a standing vendor pool of pre-qualified consulting firms across six service disciplines for Tax Allocation District redevelopment planning, with responses due July 20, 2026 and a bidders' conference on June 23, 2026. This is not a single-engagement procurement but rather a pre-qualification mechanism by which Invest Atlanta will issue task orders on an as-needed basis to match expertise to distinct TAD scopes as they arise.

The six service categories are: TAD Redevelopment Plan Development; Financial Modeling & Tax Increment Analysis; Community and Stakeholder Engagement & Equity Planning; Legal & Regulatory Compliance; Market Analysis & Real Estate Feasibility; and GIS Mapping, Spatial Analysis & Performance Indicators. Respondents must demonstrate a minimum of five years in business, hold all required state and federal business licenses, be in good standing with the City of Atlanta with no delinquent loan payments, comply with E-Verify and SAVE affidavit requirements, and maintain general liability, professional liability, workers' compensation, and umbrella/excess liability insurance. Familiarity with Georgia's Redevelopment Powers Law (O.C.G.A. 36-44) and the statutory framework governing Tax Allocation Districts is required.

The initial scope targets seven existing TADs — Eastside, Westside, Perry-Bolton, Campbellton Road, Stadium, Metropolitan, and Holowell/MLK — for updated Redevelopment Plans and new three-year Investment Plans aligned with Invest Atlanta's Neighborhood Reinvestment Initiative, which prioritizes displacement prevention, neighborhood stabilization, and wealth creation.

Evaluation is on a 100-point technical basis: Company and Team Qualifications (25 points), Relevant TAD/TIF Project Experience (25 points), Technical Approach & Methodology (20 points), Community Engagement & Equity Approach (20 points), and Financial Modeling Capability (10 points). Firms must achieve a minimum composite score of 70 points to enter the vendor pool for any service category. Cost information is prohibited from responses. Invest Atlanta encourages participation from MBEs, FBEs, and SBEs. Written inquiries are due June 26, 2026; responses will be posted by July 2, 2026.
