The United States Coast Guard is soliciting proposals under a Total Small Business Set-Aside for electronic security systems modernization at Coast Guard Station Rio Vista, California, with proposals due August 28, 2026. This is a firm-fixed-price contract restricted to small businesses under NAICS 561621 (Security Systems Services).
The scope encompasses a complete turn-key ESS modernization including site survey, development of an ESS Security Plan, procurement of all materials, decommissioning and removal of legacy equipment, and installation, testing, and commissioning of new Video Surveillance System and Physical Access Control System components. The contractor must deliver all labor, tools, materials, facilities, and supervision (except Government-Furnished Equipment and Information). Work is performed at the Rio Vista facility in Yolo County, California, a federal installation under Coast Guard jurisdiction.
Key personnel requirements include a Project Manager with minimum five years managing federal government contracts and a Lead Certified Technician with current vendor certification, five years of ESS installation experience, and three years of FIPS 201-compliant PACS implementation experience for U.S. Federal Government agencies. The Project Manager and Lead Technician roles may be filled by one individual if qualifications are met. All contractor personnel must complete Tier 2 (general access) or Tier 4 (system administrator) background investigations and security vetting at least ten business days prior to facility access, plus government-approved cybersecurity awareness training before accessing systems or controlled unclassified information.
PACS must comply with GSA Approved Products List, FIPS 201 certification, and real-time certificate validation. The contractor must implement role-based access control, multi-factor authentication, Section 508 accessibility standards, and conduct vulnerability scans with remediation of all critical and high-severity findings. Five sequential tasks each carry fourteen-day completion windows (except ESS Security Plan development). A post-award conference is required within ten business days of award, followed by a detailed Gantt chart schedule within five business days. Weekly status reports are due every Friday throughout contract performance. Government review cycles allow ten business days for review and ten business days for contractor corrections.
