About this opportunity

The City of Ogdensburg, New York is requesting Statements of Qualifications from real property tax assessment firms, consultants, or individuals to provide technical and training assistance to City staff and the Assessor's Office, with submissions due October 22, 2026. This is an RFQ, not an RFP or IFB; the City will evaluate SOQs to identify qualified Firm(s) and may subsequently negotiate scope, fees, and a contract with the top-ranked respondent(s) at the City's sole discretion, or issue a follow-on RFP limited to qualified respondents.

The City's assessment operations face re-establishing a 100% equalization rate with less experienced staffing than previously available. Services span current systems and process assessment, technical assistance on property data collection and valuation analysis, staff training on assessment fundamentals and New York State Real Property Tax Law, assessment roll preparation support, revaluation guidance, grievance and review assistance, and documentation of standard operating procedures. All work is performed on-call with hours and specific tasks authorized in writing by the City Manager or designee prior to commencement.

Respondents must demonstrate direct, verifiable experience providing real property assessment technical assistance and training to New York State municipalities within the past five years, working knowledge of New York State Real Property Tax Law and ORPTS requirements, familiarity with New York State assessment software systems, and staff who are or are eligible to become New York State certified assessors or appraisers.

Qualifications are weighted as follows: relevant New York State municipal assessment experience (30%), qualifications and certifications of key personnel (25%), proposed approach to technical assistance and staff training (20%), references and demonstrated past performance (15%), and fee schedule reasonableness (10%). Respondents must submit a fee schedule with hourly or daily billing rates by staff role; this submission does not commit the City to award a contract or reimburse proposal preparation costs. Submissions must not exceed 10 MB electronically or 15 pages in hard copy (excluding resumes and appendices). Written questions are due September 25, 2026. Interviews are anticipated October 26–30, 2026, with selection and City Council award on November 12, 2026, contract award on November 23, 2026, and notice to proceed on December 1, 2026. The selected Firm must comply with all applicable New York State procurement, insurance, and prevailing wage requirements.
