About this opportunity

The City of Phoenix Office of the City Engineer is requesting qualifications for a two-step Job Order Contract to provide Fractured Aggregate Surface Treatment (FAST) and related pavement maintenance services in Maricopa County and Phoenix, with Statements of Qualifications due October 23, 2026 by 12:00 pm and a pre-submittal meeting on October 14 at 10:00 am. Up to two contractors will be selected through a qualifications-based process. A Small Business Enterprise (SBE) utilization goal of 10% applies; contractors must make good faith efforts to meet this goal on each Job Order.

The scope includes FAST, scrub sealing, crack seal, seal coat, microsurface, and slurry seal, with other incidental pavement maintenance services as required. Contractors must hold a current Arizona contractor's license, provide performance and payment bonds (rated A- or better) for each Job Order, maintain computerized office platforms with broadband internet connectivity, and use the City's UNIFIER project management database. Work is performed in Arizona and includes cost estimating, project scheduling, permit acquisition, and compliance with City of Phoenix adopted codes.

The contract term spans 36 months or $12 million per JOC, whichever occurs first, with an option to renew for an additional 24 months or the balance of the maximum contract amount, not to exceed $20 million total. Individual Job Order Agreements will not exceed $4 million in construction costs. No pricing is required at the SOQ stage; pricing will be submitted by finalists during the RFP phase.

SOQ evaluation is weighted 150 points for general firm information, 250 points for firm experience and qualifications, 250 points for key personnel experience, 350 points for approach to performing required services, and 21 points for reference checks (1,021 total). SOQs are limited to 10 pages maximum in PDF format. The selection timeline includes up to five finalists announced by December 2026, RFP phase with final selection in January 2027, contract execution in March 2027, and JOC kick-off in February 2027. A pre-submittal meeting with virtual Teams participation is available October 14 at 10:00 am.
