About this opportunity
The County of San Diego, Department of Assessor, Recorder and County Clerk is requesting quotes for Senior Project Manager services for the Assessor Enterprise Modernization Program, with quotes due November 6, 2026 and interviews tentatively scheduled for November 14–22.
The position requires an individual to serve as lead project manager overseeing the County's coordinated portfolio of technology modernization and business transformation initiatives, with the Property Assessment System Replacement Project as the primary focus. Mandatory minimum qualifications are a minimum of ten years of progressively responsible professional project or management experience with at least five years in local government, five years leading large-scale enterprise technology implementation projects with budgets exceeding $10 million, demonstrated experience leading at least three enterprise system implementations through deployment and post-production stabilization, and experience managing projects within public-sector or highly regulated organizational environments.
The initial contract term runs January 1, 2027 through December 31, 2027, with four one-year option periods available through December 31, 2031. Compensation is based on a fully burdened hourly rate for the proposed Senior Project Manager, with an estimated 2,080 annual hours, though actual hours worked are not guaranteed. All work must be performed exclusively on County-owned equipment and within County-managed networks; no project-related IT activities may be conducted on non-County devices without express written authorization.
Offerors must submit the Offeror's Cover Page (PC600), Representations and Certifications (PC601), Small-Local Business Self-Certification (PC610), and if applicable, the Nondisclosure Indemnification Agreement (PC620). Responses are limited to 30 pages excluding references, financials, and sample reporting. Offerors must accept the County's draft agreement terms and conditions or provide detailed exceptions; the County may deem responses with numerous or material exceptions unacceptable. Questions are due October 16, 2026 at 5:00 p.m. The County reserves the right to conduct interviews with proposed individuals, and interviewed individuals must confirm availability to remain eligible for award. Solicitation documents are posted on the County's BuyNet website; inquiries should be directed to Contracting Officer Joseph Hirschy at Josephr.hirschy@sdcounty.ca.gov.
