About this opportunity

The Oregon Department of Transportation (ODOT) Procurement Office is soliciting qualifications from appraisers to establish a Qualified Appraisers List (QAL) for Right-of-Way appraisal services under RFQ #S-73000-00017259, with applications due July 15, 2031 at 5:00 p.m. Pacific Standard Time. This is a pre-qualification mechanism; no specific projects or quantities are identified, and qualification does not guarantee future contract awards. ODOT specifically encourages applications from Disadvantaged Business Enterprises (DBE), Emerging Small Businesses (ESB), Minority Business Enterprises (MBE), and Women Business Enterprises (WBE).

Minimum qualifications require active Oregon state certification as a general real estate appraiser, a college degree in Business Administration, Engineering, Agriculture, Education, or related fields (or five years of verified active real estate experience as an alternative), and documented eminent domain appraisal experience within the past five years. Applicants must submit an original application form, one additional copy, a current resume, and three work samples (exempted if completed for ODOT's Right-of-Way Section or Regional Right-of-Way Office within the last three years) to Julie Deglow at Julie.M.Deglow@odot.state.or.us. Applicants identify the ODOT regions where they are willing to work: Portland Metro, Willamette Valley/North Coast, Southern Oregon, Central Oregon, Eastern Oregon, or statewide.

Scoring evaluation (non-mandatory hurdle after minimum-qualification screening) awards points for years of appraisal experience (maximum 10), years of eminent domain experience (maximum 10), types and quality of work samples (maximum 20 combined), and court testimony experience (maximum 5). A cumulative score of 30 points or higher qualifies for the QAL. ODOT estimates qualification evaluation within one to three weeks and notice within four weeks. The QAL remains open for five years unless canceled or extended. Appraisers previously qualified under RFQ 730-15801-20 remain on the list and need not reapply. Individual appraisal assignments are awarded on a contract-by-contract basis with negotiated fixed fees per appraisal, professional liability insurance (minimum $500,000 per claim / $1,000,000 aggregate), and condemnation-related services available at hourly rates. No response costs apply.
