About this opportunity

The City of Mesa, Arizona is requesting qualifications for a development partner to redevelop the southeast corner of Center and Main Street (Site 51-55) into a signature mixed-use building, with responses due July 30, 2026 at 3:00 PM and a pre-proposal meeting on June 3, 2026 at 1:30 PM. The procurement is structured as a public-private partnership in which the City retains fee ownership under a long-term ground lease while the selected developer may retain building ownership.

The scope involves redevelopment of a vacant single-story office building into a multi-story mixed-use asset exceeding eight stories, incorporating retail, restaurant, office, and educational spaces. Ground-floor design must accommodate Mesa Arts Center food service and VIP event programming. The project includes dedicated office space for the City, Arizona State University, and private employers. The site is located within Census Tract 421400, a designated Opportunity Zone offering federal tax incentives. The developer is responsible for all project aspects: financing, construction, leasing, management, demolition, site entitlement, design, and permitting. Parking solutions must be creative and financially feasible, potentially including structured parking, public facility agreements, or shared parking arrangements.

Evaluation is weighted across four criteria: Team Experience (100 points), Intent and Vision Narrative (150 points), Finance Plan (150 points), and Additional Development Considerations (100 points). The Finance Plan section requires a preliminary financial proforma detailing capital stack, funding sources, lease assumptions, stabilization benchmarks, and evidence of financing ability. Respondents must disclose any material litigation, bankruptcy, loan defaults, or failed projects within the past ten years.

Questions are due July 20, 2026 at 3:00 PM. All submissions are electronic through the City of Mesa's Vendor Self Service portal, with public opening via Microsoft Teams at 4:00 PM on July 30.
