About this opportunity

The Louisiana Department of Environmental Quality is requesting qualifications for permit processing support services across four task areas (Environmental Air Permitting, Environmental Water Permitting, Solid Waste Permitting, and Hazardous Waste Permitting), with statements of qualifications due September 29, 2026 at 4:00 p.m. Central Time and anticipated selection notice on or about November 6, 2026.

Offerors must document at least three projects of comparable scope and complexity within the five-year period preceding submission for each task area in which they propose. Required qualifications include completion of the SOQ cover sheet (Appendix A), scope of services documentation, personnel qualifications, and company qualifications and experience information. Selected offerors must maintain professional licenses (Louisiana Professional Engineer and/or Professional Geologist/Geoscientist where applicable), insurance coverage with A.M. Best ratings of A-:VI or higher, and compliance with state and federal ethics and cybersecurity training requirements. Offerors must certify they are not debarred from Louisiana state contracts and that responses remain valid for at least 180 calendar days from signature.

Services include technical completeness reviews of permit applications, identification of deficiencies, defensible project evaluations, participation in project meetings, and file preparation for LDEQ data management systems. The solicitation covers specific permit types within each task area, including Title V and State Air Permits; Louisiana Pollutant Discharge Elimination System Individual Permits; Type I through Type III Solid Waste facilities; and Treatment, Storage, and Disposal Facility Permits.

Evaluation criteria are merit of scope of services and overall SOQ quality (35 points), qualifications and relevant experience of key personnel (35 points), and company qualifications in environmental permitting services (30 points), with a minimum score of 60 points required for consideration. The contract term runs January 1, 2027 through December 31, 2027, with extension potential up to three years total with contractor concurrence. Compensation is based on hourly rates negotiated collectively with selected offerors; the Permittee/Applicant, not the Department, bears payment responsibility. Submit SOQs to DEQ Central Receiving at 602 North 5th Street, Room 140, Baton Rouge, Louisiana 70802. Contact: Robyn Geddes, 225-219-3812, robyn.geddes@la.gov.
