About this opportunity
The Lower Colorado River Authority (LCRA), a conservation and reclamation district in Travis County, Texas, is requesting qualifications for Owner's Engineer Services on Transmission Service Center (TSC) and Substation design-build projects under RFQ 152B, with proposals due November 6, 2026.
The scope is Owner's Engineer Services for TSC and Substation design-build projects. The contract establishes a master agreement framework with a one-year initial term followed by automatic annual renewal periods, with a maximum total term not to exceed five years at LCRA's sole discretion. LCRA may discontinue renewals upon written notice prior to the next annual renewal date. No minimum compensation amount or minimum number of orders are guaranteed; services are authorized only when LCRA issues a formal Order or Statement of Work.
Compensation is firm, fixed-price or time-and-materials with a not-to-exceed price, as directed by LCRA in each Order. For time-and-materials orders, labor rates are firm and fixed by skill level with defined salary rates, overhead multipliers, and profit multipliers. Labor rates may be revised annually after the first year, with maximum annual increases limited to three percent or the year-over-year change in the Bureau of Labor Statistics Series ID, whichever is lower.
Insurance requirements include professional liability of $1 million per occurrence, workers' compensation, commercial general liability of $2 million aggregate, automobile liability of $1 million per occurrence, and umbrella insurance of $2 million. LCRA must be named as an additional insured on all policies except workers' compensation and professional liability. All deliverables become LCRA's property; the Professional retains specified intellectual property rights and LCRA receives a perpetual, non-exclusive license to use deliverables. The Professional must indemnify LCRA for intellectual property infringement claims and maintain comprehensive warranties for 24 months following service acceptance, with defects corrected at the Professional's expense.
