About this opportunity

The County of San Diego, Department of General Services, is requesting quotes for outfitting fifty vehicles with Code 3 lighting systems under RFQ 13389, with quotes due October 6, 2026 at 5:00 p.m. Pacific time. The contractor must be a manufacturer-authorized dealer and installer of all requested components—a decision-flipping capability requirement.

The scope covers outfitting fifty sedans, trucks, SUVs, and minivans (model years 2025–2028, from Nissan, Honda, Hyundai, Toyota, Chevrolet, Dodge, Chrysler, and Ford) with low-profile emergency-response lighting: handheld light/siren controllers, 100-watt speakers, interior LED lightbars, grill-mounted LED strobes, and rear window LED strobes. All wiring must be routed neatly beneath trim panels. This is a one-time service engagement.

Pricing must itemize outfitting parts (taxable) and labor (non-taxable) separately for fifty vehicles and include all shipping and fees; sales tax should not be included. The contractor is responsible for vehicle transportation to and from County premises without charging additional mileage for vehicles moved outside San Diego County. All finished systems and manufacturer components must carry full manufacturer warranties; contractor-fabricated components must carry a minimum twelve-month/1,000 operating hour warranty on parts and labor.

The contractor must provide a detailed pickup and drop-off schedule and submit a timeline with the original bid, prioritizing the County's urgent needs. Bidders seeking approval of County-equivalent products must submit specifications to the County representative no fewer than two business days prior to the quote close date. Questions are due September 29, 2026 at 5:00 p.m. Pacific time. All submissions are made through the County's BuyNet website. The Contracting Officer is Christopher Almazan, Procurement Specialist.
