About this opportunity
The County of San Diego, Department of Purchasing and Contracting, is requesting quotes for Open Source Intelligence (OSINT) and Investigative Services to support the San Diego Law Enforcement Coordination Center (SD-LECC) under RFQ 13313, with quotes due September 24, 2026 at 5:00 p.m. and questions due September 15, 2026 at 5:00 p.m. via BuyNet.
The scope includes identity resolution and attribution, data fusion and aggregation from open-source and proprietary repositories, network and relationship visualization tools, and a secure web-based investigative platform. The platform must support username and social media discovery across 250+ countries, provide social and financial account verification, deliver real-time carrier gateway lookups, include advanced link analysis, and offer specialized tools for combating human trafficking and Child Sexual Abuse Material (CSAM). The County requires 16 seat licenses per year, priced on a per-seat, per-year basis with all costs inclusive of additional fees and excluding sales tax.
The initial contract term runs from award through June 30, 2027, with two optional one-year renewal periods available through June 30, 2029 and potential incremental extensions of one to six additional months at current rates. Place of performance is the SD-LECC.
Contractor insurance requirements are $2,000,000 Commercial General Liability, $1,000,000 Automobile Liability, Workers' Compensation as required by California, and $2,000,000 Technology (Errors & Omissions) coverage. Offerors must accept the County's Draft Agreement terms and conditions or clearly identify exceptions; failure to object to specific requirements constitutes acceptance. The County reserves the right to procure similar services elsewhere and will not commit to award or reimburse preparation costs. Responses are limited to 20 pages excluding disclosures, financials, and sample reports. Required submissions include completed County forms (PC600, PC601, PC610, PC620 if applicable), confirmation of acceptance of Statement of Work, cost/price exhibit with payment schedule, acceptance of terms and conditions, and any confidential/proprietary information separated into a dedicated exhibit.
