About this opportunity

The County of San Diego is requesting quotations for an online software license subscription to deliver self-directed CPR training and related certifications to approximately 800 San Diego County Fire employees, with quotes due August 17, 2026 and questions due August 10, both prior to 5:00 p.m. Pacific Time under RFQ 13325.

The solution must be web-based, on-demand, and integrated with existing Learning Management Systems such as Target Solutions. Training scope includes CPR, Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Telecommunicator CPR (TCPR), and Heart-saver or equivalent courses, all compliant with American Heart Association 2025 guidelines and California Title 22 requirements. The awardee must supply training equipment including mannequins at approximately 50 stations throughout San Diego County, course materials, and electronic credentialing capabilities to serve 200 Advanced Life Support staff and 50 Emergency 911 Dispatchers alongside remaining fire personnel.

The contract carries significant IT infrastructure requirements: data processing and network containment within United States borders, FIPS 140-3 validated cryptographic modules, endpoint detection and response software, role-based access controls, prohibition of deprecated protocols (SSLv3.0, TLS 1.0/1.1, SMBv1/SMBv2, FTP without TLS), SOC 2 Type II audit reports, daily backups with minimum 180-day retention, annual penetration testing and weekly vulnerability scanning, and high-severity vulnerability remediation within 30 days. All public-facing documents must meet WCAG 2.1 Level AA accessibility and ADA Title II compliance. The solution handles sensitive data subject to HIPAA, Criminal Justice Information, and state privacy regulations.

The contract structure is a fixed-price agreement with an initial one-year base term and four one-year optional renewal periods extending through August 31, 2031. Pricing must be itemized by training type per staff member and training equipment and materials per station for both the base year and each option year. Technical support must be available Monday through Friday, 8:00 a.m. to 5:00 p.m. Pacific Standard Time via toll-free number. The awardee must carry Commercial General Liability ($2,000,000 per occurrence), Workers' Compensation ($1,000,000), and Professional Liability/Errors & Omissions ($2,000,000) insurance with the County named as additional insured. Submissions are made through the County's BuyNet portal; contact Contracting Officer Nathaniel Pimentel at Nathaniel.Pimentel@sdcounty.ca.gov.
