About this opportunity

County of San Diego, Department of Environmental Health and Quality (DEHQ) is requesting quotations for DuoDote "Or Equal" single-dose nerve agent antidote auto-injectors and associated treatment supplies, with quotes due October 7, 2026 at 5:00 p.m. Pacific Time and questions due September 28 at 5:00 p.m. Pacific Time.

The scope covers approximately 100 FDA-approved auto-injectors containing atropine and pralidoxime chloride for the Hazardous Incident Response Team (HIRT), along with training services and shipping. All products must be brand new, manufacturer-packaged, with documentation of FDA approval, National Drug Code (NDC), lot numbers, and expiration dates. The County prefers delivery within one to four weeks of order placement and encourages extended dating or lot selection options to maximize shelf life. The Contractor must provide training materials or in-person training for up to 20 County personnel and must replace any defective products within 30 days of receipt at no additional cost.

Offerors must submit itemized pricing for the 100 auto-injectors, training (in-person or virtual), and shipping and handling on the provided Payment Schedule. Pricing must be all-inclusive except for shipping charges and must not include sales tax, which the County will add on the purchase order.

The procurement is subject to federal funding requirements including Byrd Anti-Lobbying Amendment certification, debarment and suspension compliance, domestic preference for U.S.-produced materials per 2 CFR 200.322, and Commercial General Liability insurance coverage of at least $2,000,000 per occurrence. The County reserves the right to award a contract to one or more vendors and makes no commitment to issue a purchase order or pay any offeror costs. Submissions are electronic through the County's BuyNet platform or by email to Contracting Officer Fernando Aparicio. No formal site visit or bidders' conference is scheduled.
