About this opportunity
The Housing Authority of the City of Daytona Beach is requesting qualifications for a co-developer partner to develop new multifamily housing on two vacant tracts in Midtown Daytona Beach totaling approximately 12.92 acres, with proposals due August 26, 2026, and a non-mandatory pre-proposal conference on August 3. Award will be made on a "Best Value" basis; no fees are proposed during the solicitation and will be negotiated with the top-rated proposer.
The scope comprises two sites: Villages at Halifax (2.97 acres) and Pine Haven (9.95 acres), both to be developed as Class A multifamily housing with office and recreational facilities. The Pine Haven property is located in a Zone AE floodplain and will require elevation or floodproofing measures. The co-developer partner must demonstrate qualifications in mixed-finance development, low-income housing tax credits (LIHTC), Section 3 compliance, minority and women-owned business enterprises (MWBEs), and regulatory compliance and commercial/mixed-use development expertise. The selected developer will be responsible for obtaining all necessary financing, including CDBG funding, tax credits, tax-exempt bonds, state and local funds, and private debt; the Housing Authority will maintain ownership interest through a nonprofit affiliate and provide housing assistance via Project-Based Vouchers or RAD conversion.
Evaluation criteria total 100 points across five factors: demonstrated ability to perform the work (20 points), past successful experience with mixed-income development of at least five years (30 points), overall project vision (20 points), ability to obtain financial commitments (20 points), and proposal quality and professionalism (10 points). Written questions are due August 17, 2026, at 3:00 PM ET. Proposals must be submitted in sealed packages containing one original signature copy, five exact copies, and one digital copy to the Agency Administrative Offices at 211 N. Ridgewood Ave., Daytona Beach, FL 32114, by 3:00 PM ET on August 26. The Agency will retain proposals for 60 days following the submission deadline without withdrawal of consent from the CEO.
