About this opportunity
The Housing Authority of the City of Brownsville (HACB) is requesting qualifications from licensed architectural and engineering firms to establish an on-call services roster for LIHTC and other federally-funded housing development projects in Brownsville, Texas, with proposals due August 9, 2026 at 5:00 p.m. CST. This is a qualifications-based procurement; pricing is not evaluated at the RFQ stage and will be negotiated task-order-by-task-order after ranking.
Proposers must demonstrate expertise in HUD regulations, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, LIHTC requirements, and LEED design standards. Services include planning, design, construction administration, and documentation for public housing and other federal initiatives. The HACB reserves the right to award to multiple responsive and responsible firms from the qualified pool.
The initial contract term is one year with four optional one-year renewals, for a maximum of five years. No guaranteed minimum work volume applies. The HACB will attempt to negotiate fees with the top-ranked firm within five business days; if negotiations fail, the authority may terminate discussions and proceed to the next-ranked proposer.
Required insurance includes professional liability ($1,000,000), workers' compensation, business automobile liability ($500,000 combined single limit), and commercial general liability ($1,000,000 per accident / $2,000,000 aggregate), with all policies naming HACB as additional insured and carriers holding an A.M. Best rating of A or A+. Proposals must include HUD forms, firm profiles, project experience, references, subcontractor information, and small/minority/disadvantaged business enterprise utilization plans.
Evaluation includes optional Section 3 business preference (up to 10 points) and geographic preference (up to 10 points) for firms maintaining an office in Cameron, Hidalgo, Starr, or Willacy counties for at least twelve months. Submission is via the Housing Agency Marketplace e-procurement website. No pre-submittal meeting is scheduled.
