The contract will have a 60-month duration or $40 million per JOC, whichever occurs first, with individual Job Order Agreements not exceeding $4 million in construction costs. Up to four contractors will be selected. Performance and payment bonds equal to each Job Order proposal amount are required prior to agreement execution, with bonding capacity statements from Surety Companies rated A- or better for the prior four quarters required in submission. The SOQ response is limited to 14 pages and weighted across six categories: General Information (100 points), Experience and Qualifications of the Firm (300 points), Experience of Key Personnel (200 points), Approach to Performing Required Services (250 points), Staffing Information for Key Personnel (150 points), and Reference Checks (21 points). Selection notification is anticipated for mid-October 2026, with scope meetings scheduled for early November 2026.
