About this opportunity

Kitsap County Public Works Sewer Utility Division is requesting qualifications from engineering firms to provide hydraulic modeling services for the County's wastewater collection and conveyance system, with Statements of Qualifications due August 26, 2026, and mandatory in-person interviews scheduled for September 10, 2026.

The scope includes evaluating and updating the existing hydraulic model for the Central Kitsap Basin, collecting flow monitoring data, assessing current and future system capacity, and identifying planning-level infrastructure improvements. Deliverables include technical memoranda documenting modeling criteria and assumptions, basin capacity evaluation under current and future conditions, and evaluation of downstream system capacity for new developments as needed. The hydraulic modeling contract is anticipated to be completed within a three-year timeframe and will support updates to the County's General Sewer Plan, Capital Improvement Program, and future wastewater infrastructure planning. All data and documentation resulting from the project shall remain the property of Kitsap County.

The County will use a two-step selection process. Step 1 evaluates Statements of Qualifications on a maximum of 100 points, allocated as 50 points for Project Team Structure and Key Personnel and 50 points for Relevant Project Experience. Up to three respondents will be shortlisted for Step 2 interviews on September 10 at the Central Kitsap Treatment Plant in Poulsbo, which are scored for an additional 100 points, with a final combined score of 200 points determining the selected firm. Firm selection notification is expected by September 11, 2026. SOQs are limited to ten pages (excluding cover page, table of contents, and appendices) in searchable PDF format with bookmarks, submitted via email to Purchasing@kitsap.gov or mailed to the Kitsap County Purchasing Office by 2:00 p.m. PST. The deadline for questions is August 14, 2026. The County will negotiate with the highest-scoring consultant and reserves the right to proceed to the next-ranked firm if negotiations fail. Disadvantaged Business Enterprises are encouraged to apply. Previous experience with Kitsap County Public Works projects is considered an asset but is not a selection criterion.
