About this opportunity
The County of San Diego, Department of Aging & Independence Services, is requesting quotes for Home Safe Program Services under a small-local business set-aside, with quotes due October 1, 2026 and questions due September 17. This is a restricted competition — all applicants must certify qualification as a Small-Local Business as defined in Board Policy B-53.
The scope is short-term housing stabilization services for Adult Protective Services clients who are victims of abuse, neglect, financial exploitation, or self-neglect and are at risk of homelessness or have recently experienced homelessness. Services include housing navigation, case management, advocacy, eviction prevention, connection to community resources, and short-term financial assistance. Offerors must demonstrate relevant experience mitigating housing insecurity, providing case management services, and working with older adults and dependent adults. A current Homeless Management Information System license is required. The County specifies that offerors must accept the County's Draft Agreement terms and insurance requirements and demonstrate cultural competency and diversity initiatives.
The contract runs from January 1, 2027, through December 31, 2027, with three optional one-year extension periods available through December 31, 2030. The estimated cost for the full four-year contract term (including base year and all option periods) is $3,006,879 to $3,340,976. The payment structure includes monthly program administration fees, per-client-per-month case management fees, follow-up contact fees, and a $500,000 annual not-to-exceed amount for short-term financial assistance passthrough payments. Funding is provided by the California Department of Social Services under the Home Safe demonstration program. Contractor responses must not exceed ten pages, excluding the questionnaire response. The County retains the right to award a contract to a resulting entity in the event of merger or acquisition and reserves the right to terminate the agreement at any time.
