About this opportunity
The County of San Diego, Department of Purchasing and Contracting, is requesting quotes for semiannual preventive maintenance and repair services on gas chromatograph instrumentation at the Sheriff's Regional Crime Laboratory, with quotes due October 16, 2026, and questions due October 9, 2026.
The scope covers six pieces of analytical equipment — three GC/MS instruments and three GC/FID instruments — located at 5590 Overland Avenue, San Diego. Services include full system check-ups, preventive replacement of worn parts using manufacturer-specific kits, operational verifications, diagnostic reporting, and software/firmware updates. All labor, parts, consumables, call-out fees, travel expenses, and unlimited technical support must be included in a single per-equipment annual quote with no additional charges permitted.
Bidders must hold ISO 9001:2015 (or later) certification in repair and preventive maintenance of analytical chromatography instrumentation and ISO/IEC 17025:2017 certification in testing, including Agilent GC/MS instruments. All technicians must be certified engineers trained in GC/FID and GC/MS maintenance and must pass security clearance by the Sheriff's Office. The contractor must provide a 30-day guarantee from acceptance with corrective callbacks completed within three business days and on-site response time not to exceed three business days after service notification.
The contract term is one year from the date of last signature through December 31, 2027, with four optional one-year renewal periods extending through December 31, 2031. Preventive maintenance is scheduled Monday through Friday, 8:00 a.m. to 5:00 p.m. Pacific Time, excluding specified County holidays. Award is subject to the County's determination that services can be provided more economically and efficiently by an independent contractor than by County employees, and no contract award is guaranteed. Quotes must be submitted through the County's BuyNet electronic system or alternative submission method if necessary.
