About this opportunity

The Town of Rolesville, North Carolina is requesting qualifications from Construction Materials Testing and Special Inspections firms to perform CMT and special inspections for three related Rolesville Town Campus projects, with proposals due November 13, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on October 23, 2026 at 10:00 a.m. via Teams. Although the three projects will be contracted separately for tracking purposes, a single firm will be awarded all three contracts.

The scope spans three projects: Site Infrastructure (approximately 17 acres of public streets, sidewalks, and underground utilities; construction March 2027–November 2027), Rolesville Police Station (15,112 SF steel-framed building; June 2027–July 2028), and Rolesville Fire Station (19,449 SF steel-framed building plus mezzanine; July 2027–September 2028). Services include structural steel, reinforced concrete, and masonry inspections; soil and foundation testing; concrete and asphalt testing; daily field reports; non-conformance reports; and final compliance documentation supporting Certificate of Occupancy. The selected firm must furnish all labor, equipment, materials, certifications, and documentation required by the North Carolina Building Code and applicable ASTM, ACI, AASHTO, ICC, and NCDOT standards.

Respondents must be fully licensed and certified for the work in North Carolina at time of submittal. The testing laboratory must maintain current accreditation through the AASHTO Accreditation Program (AAP), Cement and Concrete Reference Laboratory (CCRL), or equivalent nationally recognized accreditation — a mandatory qualification filter.

Vendors should provide unit quantity pricing lists representing their understanding of scope; final contract pricing will be determined after selection. Evaluation criteria include demonstration of ability to complete requirements, alignment of approach with Town needs, qualification of project staff, and performance history per references. Questions are due November 4, 2026 at 2:00 p.m., with responses by November 6. Contract continuation is subject to appropriation of funds by the Town Board in subsequent fiscal years. The Town reserves the right to reject any or all proposals, request oral interviews, or award based on proposals received without further negotiation.
