About this opportunity

The City of Oakland, Office of the Human Services Department, Community Homelessness Services Division, is requesting qualifications from firms, agencies, project teams, or individuals to provide homelessness and housing services across a qualified-vendor pool for 2026–2028, with qualifications due October 13, 2026. This is a pool-creation RFQ rather than a project-specific procurement; the City will conduct competitive informal RFPs from the qualified list as projects and funding arise.

Respondents may apply for any or all of nine service categories: Emergency Shelter and Interim Housing Interventions; Transitional and Rapid Rehousing; Permanent Supportive Housing Operations and Services; Supplemental and Clinical Services; Outreach and Engagement; Health, Hygiene, and Basic Needs; Innovation; Technical Assistance/Program Consultation; and Management Services for Acquisition and Rehabilitation of Buildings. Threshold qualifications for Categories A–H require five years' experience providing homelessness services, documentation of at least three similar projects or programs, at least two years' Coordinated Entry experience, a clearly articulated strategy for addressing homelessness in historically underserved communities, and case management capabilities. Category I (Acquisition and Rehabilitation Management) requires a minimum of three years' construction-monitoring or related experience, with at least one year performed in San Francisco, San Mateo, Santa Clara, Contra Costa, or Alameda counties. Respondents must score a minimum of 70 out of 100 points to qualify.

Funding derives from federal, state, private, and local sources, subject to annual renewal based on availability and performance. The contract term spans 2026–2028, with potential for annual renewal depending on funding availability and successful performance. Successful contractors must comply with City of Oakland Living Wage Ordinance requirements for contracts exceeding $25,000 and Local/Small Local Business Enterprise participation requirements of 50% for professional services contracts over $50,000 unless waived, as well as minimum wage, equal benefits, prompt payment, Sanctuary City Contracting and Investment Ordinance, and Border Wall Ordinance provisions. The City withholds the final 10% of contract amounts pending successful service completion. A voluntary pre-submittal meeting is scheduled for September 17, 2026, at 11:00 a.m. PT via Microsoft Teams. Questions are due September 18, 2026, by 2:00 p.m. PT. Qualifications must be submitted through the iSupplier portal by October 13, 2026, at 2:00 p.m. PT.
