About this opportunity

The U.S. Air Force is soliciting quotes on a Total Small Business Set-Aside Basic Ordering Agreement for flooring removal, installation, and repair services at Edwards Air Force Base, the Air Force Research Laboratory, and Air Force Plant 42 in Palmdale, California, with quotes due July 29, 2026. Only small businesses qualify under NAICS 238330 (Flooring Contractors).

The scope encompasses four primary line items: flooring materials procurement, flooring removal and surface preparation, installer services for new flooring systems, and flooring repair work, with an optional fifth line item for furniture moving services. All carpet and carpet tile must comply with USAF Carpet II Ordering Guide and Mandatory Use Policy Letter specifications and pricing. The contractor furnishes all management, personnel, equipment, supplies, transportation, tools, materials, and supervision. Work is initiated through individual Task Orders issued against the BOA; each Task Order requires an on-site walkthrough coordinated by the Government Point of Contact and a written quote from the contractor within three business days. Performance will be evaluated on accurate on-site measurements, damage-free furniture handling and reinstallation, proper surface preparation prior to installation, and compliance with manufacturer specifications and applicable safety codes.

The contract period runs approximately five years from September 10, 2026 through September 9, 2031. The Government furnishes facility access during regular working hours, provides building staging areas with adequate utilities, coordinates non-modular furniture removal unless awarded to the contractor, and provides emergency medical services reimbursable at full rate. The contractor is responsible for worksite cleanliness, removal of all debris and packaging materials off-site in compliance with environmental regulations, and completion of all corrective actions before Task Order expiration unless formally extended by the Contracting Officer.
