About this opportunity
The City of Phoenix is requesting qualifications for full architectural and engineering services, construction administration and observation for Fire Station No. 51, with statements of qualifications due August 14, 2026 and a pre-submittal meeting on August 4 at Phoenix City Hall.
The facility is a single-story, approximately 30,000 gross-square-foot fire station on an 8.2-acre City property at the southeast corner of 32800 N. 43rd Avenue, across from the TSMC Chip Manufacturer Plant. The scope encompasses six apparatus bays, a minimum of 24 dormitories, standard fire-station amenities, dispatch system package, whole-station backup generator, and 2,000-gallon above-ground diesel fuel island. The design must incorporate a District Office component with one apparatus bay, four dormitories, and office spaces. Full site development includes parking, hardscape, landscape, irrigation, and security lighting. The design must comply with the Phoenix Fire Department Station A/E Guide and City of Phoenix Building Standards; achieve LEED Silver certification; incorporate methodologies including ICF, SIPS, and recycled product content per USGBC V4.1; include green stormwater infrastructure accommodating first flush and native vegetation; and be "heat ready" with cool roof surfaces (SRI 80+), shade features, and public chilled drinking water facilities. Consultants must maintain project records electronically using UNIFIER, the City's ASP web-based project management database.
The estimated construction cost is $26 million. The project is funded through the General Obligation Bond Program and will be implemented through a Construction Manager at Risk contract. Finalists will be notified September 1, 2026; interviews are scheduled for September 15; and selection notification is expected in late September, with a scope meeting in early October. Evaluation criteria weight design experience (19%), design experience of key personnel (19%), project understanding and approach (30.9%), CA&O experience of the prime firm and key personnel (combined 19%), staffing information (7.1%), and reference checks (5%). A maximum of five teams will be selected for the short list.
