About this opportunity

The City of Culloden, Georgia, through the Middle Georgia Regional Commission, is issuing a Request for Qualifications (RFQ) for qualified engineering firms to provide comprehensive design and construction management services for street and drainage improvements funded by the Community Development Block Grant (CDBG) program. The procurement seeks engineering services encompassing final design and specifications, permit acquisition, bid document preparation, construction administration and supervision, and project closeout. Required qualifications include demonstrated experience with CDBG grants, prior work history with the City of Culloden, firm credentials and personnel resumes, and key personnel assignments with documented CDBG experience. Proposals must include cost schedules for general and additional services with reimbursable expense fees, professional services contracts structured as direct costs plus fixed fee not to exceed a lump sum, project implementation timelines, and authorization for necessary investigations. The selected firm will conduct a minimum of one site visit per week during construction and coordinate closely with the City of Culloden and the Middle Georgia Regional Commission throughout the project lifecycle. The submission deadline is 5:00 pm on February 9, 2026, with notification of the successful respondent occurring on or before February 17, 2026. The selected engineering firm must submit a completed Preliminary Engineering Report by 5:00 pm on March 16, 2026, to support the anticipated CDBG application deadline of April 10, 2026.

This procurement is designated as a Section 3 covered contract opportunity under the HUD Act of 1968, requiring compliance with federal regulations that direct employment and other economic opportunities generated by CDBG funds to low and very low-income persons and Section 3 business concerns to the greatest extent feasible. Section 3 Residents and Business Concerns are actively encouraged to apply, with firms able to claim Section 3 preference by submitting required certifications demonstrating qualification as a resident-owned business, an employer of Section 3 residents at 30 percent or higher employment levels, or a subcontractor utilizing at least 25 percent of contract value to Section 3 businesses. The project must comply with Build America, Buy America (BABA) provisions, fair housing requirements, and Section 504 accessibility standards, with the City of Culloden affirmatively furthering fair housing through analysis and mitigation of impediments to fair housing choice. The project also ensures that no qualified individual with a disability shall be excluded from participation in or denied benefits of services, programs, or activities of the public entity. Funding for project work is contingent upon award of CDBG grant funding from the Georgia Department of Community Affairs, with no specific budget range or award value disclosed in the RFQ materials. The City of Culloden reserves the right to accept or reject any or all proposals and operates as an equal opportunity employer.
