About this opportunity

The County of San Diego, Department of Strategy and Community Engagement, is requesting quotes for Earned Income Tax Credit (EITC) Coordination Services with quotes due October 14, 2026 by 3:00 p.m., and questions due October 5, 2026 by 5:00 p.m.

The scope encompasses coordination of county-wide EITC initiatives supporting the San Diego County EITC Coalition, including management of Volunteer Income Tax Assistance (VITA) sites, volunteer recruitment (minimum 15 new volunteers annually), delivery of at least 12 trainings per contract year, 10 to 14 outreach presentations to community organizations, planning and opening of minimum one expansion site annually, and connecting 1,000 to 2,000 tax preparation participants with additional resources. Services target individuals and families meeting Community Services Block Grant (CSBG) income guidelines at or below the Federal Poverty Level (FPL) as designated by the California Department of Community Services and Development. All services must be provided countywide with facilities accessible by public transportation and in compliance with the Americans with Disabilities Act (ADA). The contractor must deliver bilingual/bicultural services in English, Spanish, and other threshold languages including Somali, Arabic, Chinese Mandarin, Korean, Persian, Tagalog, and Vietnamese as applicable, provide cultural competency training for staff, and deliver trauma-informed services.

The initial contract term runs January 1, 2027, through December 31, 2027, with one optional one-year renewal period and potential for six additional one-month incremental extensions. Compensation is firm fixed price, non-escalating throughout the contract term, inclusive of all overhead and program delivery expenses. Payment is tied to specific deliverables across eleven line items: an annual EITC Campaign plan, coordination hours (1,050–1,200 annually), volunteer recruitment at $15 per volunteer, training sessions at specified rates, a volunteer appreciation event, outreach presentations, expansion site coordination and operation, intern recruitment and training (minimum two interns per expansion site), year-end tax reporting, and resource connections. The County retains title to all reports, studies, data, and materials produced. Quotes are submitted via the County's BuyNet website. The Contracting Officer is Joshua Blandino, Procurement Specialist.
