About this opportunity

The County of San Diego, Department of Parks and Recreation, is requesting quotes for Disney Crossing Culvert Clearing Services under a small-local business set-aside, with quotes due August 31, 2026 and a pre-quote conference scheduled for August 20, 2026 at 10:00 a.m. via Microsoft Teams. This procurement is reserved for Small-Local Businesses as defined in Board Policy B-53; all interested firms must successfully certify their small-local business status to be considered for award.

The scope involves removing trash and debris from three corrugated metal pipe culverts approximately 8 feet in diameter and 25 feet in length at the Disney Crossing site within the Smugglers Gulch channel, located approximately 1,500 linear feet north of the Monument Road and Smugglers Gulch intersection. Work includes minor earthwork to expose the culverts, on-site sediment and dirt repositioning, and disposal of all removed materials to an approved landfill in an environmentally compliant manner. The contractor must complete all work within 15 calendar days of receiving Notice to Proceed and operate Monday through Friday, 7:30 a.m. to 5:00 p.m., unless otherwise authorized in writing. Vehicle access is available off Monument Road or near Pony Land.

Pricing is structured as five lump-sum line items covering removal of trash and debris from each of the three culverts, waste disposal, and minor earthwork for site exposure and sediment spreading. All labor, materials, equipment, tools, site supervision, and management costs are included in the quoted price. The contractor locates and contracts with an approved landfill facility and bears all disposal costs. The contractor must furnish before, during, and after photographs and comply with all local, state, and federal environmental and disposal laws. This is a one-time service contract with completion and County acceptance as the endpoint. The County will award based on technical merit, experience, capacity, compliance history, availability, and price. Questions are due August 21, 2026 by 5:00 p.m. Martha Trevejo, Senior Contracting Procurement Officer, is the contracting officer for all communications.
