About this opportunity
The County of San Diego, Department of Purchasing and Contracting, is requesting quotes for Case Management System Modernization Technical Assistance to support the San Diego County District Attorney's Office, with quotes due August 18, 2026 and questions due August 10.
The contractor will provide consulting services to plan and execute a modernization initiative for the District Attorney's existing client-server-based CMS environment running PowerBuilder applications, Microsoft SQL databases, and Network Attached Storage. Core deliverables include developing and analyzing responses to a Request for Information, preparing materials for a future RFP, and supporting evaluation and proposal review. The scope addresses code conversion, business process re-engineering, cloud hosting evaluation, database upgrades, and AI integration considerations.
The contractor must demonstrate minimum five years of experience in strategic IT consulting for government agencies, software development lifecycle evaluation, and security and CJIS compliance considerations. Personnel accessing District Attorney facilities must complete CLETS training; those accessing production case management data must pass CJIS background checks. Insurance requirements are Commercial General Liability, Professional Liability, Workers' Compensation, Automobile Liability, and Cyber/Information Security Liability, each at specified thresholds ($2,000,000 for GL, Professional Liability, and Cyber/Information Security; $1,000,000 for Auto Liability).
Compensation is based on fully-burdened fixed-cost rates covering wages, benefits, supervision, administration, travel, and incidentals, with billing tied to acceptance of deliverables. The initial contract term runs from award through August 31, 2027, with two optional one-year renewals available through August 31, 2029 and potential for up to six additional months of extension at the County's discretion. All communications must be directed exclusively to Contracting Officer Sharon Heredia at sharon.heredia@sdcounty.ca.gov. As a California public agency, the County is subject to the Public Records Act and will publish resulting contracts publicly.
