About this opportunity

The City of Phoenix is requesting qualifications for a Construction Manager at Risk (CMAR) to provide preconstruction and construction services for the Cactus Park Precinct, a police facility funded through the 2023 General Obligation Bond Program, with statements of qualifications due August 14, 2026 and a pre-submittal meeting on August 4.

Only firms with physical business locations within Maricopa County are eligible to satisfy the Small Business Enterprise subcontracting goal, which will be established prior to construction based on subcontractor availability. The CMAR must hold appropriate Arizona contractor licenses and provide bonding capacity certification from a Surety Company rated A- or better.

The project scope includes preconstruction services and complete construction of a new police precinct campus on a 12.5-acre co-location site at 3035 W. Thunderbird Road, Phoenix, AZ 85053, to be shared with a future Phoenix Fire Department facility. The main precinct building is approximately 4,100 square feet and will include an attached firearms training facility, covered fuel island, secure parking, site security infrastructure, and green stormwater features. The CMAR will manage construction means and methods, subcontractor bidding and selection, detailed cost estimating, project planning and scheduling, constructability studies, long-lead procurement, permitting assistance, and quality control. Guaranteed Maximum Price proposals will be submitted in CSI format, with anticipated pre-construction and two construction phase GMPs.

The estimated construction cost is $18 million. The selection process is qualifications-based with SOQ evaluation weighted at 400 points and interviews at 600 points. Selected finalists will be notified August 31, with interviews on September 14 and selection notification expected mid-September. A scope meeting is scheduled for early October. Submissions must not exceed 20 pages in PDF format through the City's Procurement Portal.
