About this opportunity
The County of San Diego, Department of Public Works, is requesting quotes for as-needed pavement crack sealing services at six county airports through August 10, 2026. Contractors must hold an active California State License Board Classification C-12 license and be registered with the Department of Industrial Relations per Labor Code Section 1725.5 — mandatory qualifications that filter eligibility. The work is subject to prevailing wage requirements and SB 854 compliance, including DIR registration and job site notice posting.
The scope covers cleaning, preparation, and sealing of asphalt pavement cracks on runways, taxiways, ramps, parking areas, and other designated surfaces at Gillespie Field, McClellan-Palomar Airport, Fallbrook Airport, Ramona Airport, Borrego Airport, and Jacumba Airport in compliance with FAA standards. Approximately 80,000 linear feet of crack sealing is anticipated annually. Individual task orders will range from $1,000 to $45,000 and cannot exceed $50,000 or be used for new construction. Work must commence within ten working days of the Notice to Proceed and be completed within thirty calendar days unless otherwise approved by the county.
Pricing is structured as a fully burdened unit price per linear foot, with the same rate applied across all contract years. The initial contract term is one year with four optional one-year renewal periods, creating a potential five-year vehicle. A payment bond equal to 100 percent of any task order exceeding $25,000 is required at no additional cost to the county.
Questions are due July 27, 2026, at 5:00 p.m. The Contracting Officer is Cassandra Jackson-Grijalva, Procurement Specialist.
