About this opportunity

The University of Washington is requesting Statements of Qualifications from architectural firms to serve as lead design and integration consultant for the South & West Campus Expansion Phase 1 Project, with SOQs due September 25, 2026 at 3:00 p.m. Pacific Time. Washington State architectural licensure is a pass-fail minimum qualification.

The scope encompasses predesign, concept-level design, programming, site and massing studies across Site C variants, multidisciplinary coordination, and pricing-grade documentation to support the expansion of UW Medical Center–Montlake by approximately 300–400 inpatient beds plus corresponding operating rooms, emergency departments, diagnostic-and-treatment space, research facilities, and innovation space. The consultant must revalidate the hospital clinical program, conduct needs-based programming for displaced academic and research units, author implementation schedules, and deliver concept designs across multiple workstreams. The engagement spans approximately ten months with critical-path items identified within that window.

Ten pass-fail minimum qualifications filter respondents: minimum 15 years of professional architectural practice, acute-care hospital design experience, active-hospital environment delivery, academic and institutional client experience, programming and needs assessment capability, decanting and phased-occupancy experience, research and laboratory planning expertise, multidisciplinary integration capability, and demonstrated ability to produce pricing-grade documentation. Eight scored evaluation criteria carry weightings from 5% to 20%, with heaviest emphasis on acute-care hospital design and programming (20%), needs-based programming and decanting methodology (15%), and multidisciplinary integration and pricing-grade output (15%); remaining criteria address institutional and campus master plan experience (15%), key personnel and continuity (10%), challenges to UW's current framing (10%), approach to work and stakeholder engagement (10%), and references (5%).

Compensation and total project budget are to be negotiated following selection; the RFQ does not specify a fee amount. An optional project information meeting is scheduled August 14, 2026 via Zoom. Questions are due August 28, 2026 at 3:00 p.m. Pacific Time. Shortlist notification is anticipated around October 5, 2026, with interviews in late October and highest-ranked firm notification by month end. The SOQ must not exceed 15 pages for scored sections; resumes, forms, and certifications are excluded from the page limit.
