About this opportunity
The State of Colorado Department of Personnel & Administration, Office of the State Architect, State Buildings Program is requesting qualifications from Architect/Engineer firms to design roof replacement for the Legislative Services Building at 1525 Sherman Street, Denver, under RFQ 2027-037M26, with prequalification submittals due July 28, 2026 by 2:00 p.m. MT and a mandatory pre-submittal conference and site tour on July 14, 2026 at 11:00 a.m. MT. Colorado labor must perform at least 80% of the work per C.R.S. 8-17-101, and all materials must comply with Buy Clean Colorado Act requirements, including Environmental Product Declaration compliance for asphalt, cement, concrete, glass, steel, and wood structural elements.
Minimum qualifications require firms to have operated under the same name for at least two years, demonstrate design experience on at least two projects exceeding $1,000,000 in hard costs of similar scope and complexity, maintain a Colorado office, and have no prior termination by the State for non-performance. The scope involves designing replacement of a mansard clay tile roof and Yankee gutters with a flat EPDM roof using a Design/Bid/Build delivery model. Basic services include schematic design, design development, construction documents, bidding phase support, and contract administration through a one-year warranty period following substantial completion.
The estimated project cost is $1,193,911. Design services are anticipated to begin September 2026, with construction scheduled for June 2027 through October 2027. A short list of three to five firms will be selected for oral interviews anticipated in August 2026. Professional liability insurance coverage must be maintained at a minimum of $500,000 per claim and $1,000,000 aggregate. Respondents accepting the RFQ acknowledge agreement with the sample Architect/Engineer/Consultant Contract (SC-5.1) terms without reservation; any exceptions require formal written communication before solicitation closure. Electronic copies of prequalification submittals are due June 28, 2026.
