About this opportunity

The City of Wadley, Georgia is requesting qualifications from professional engineering firms to design, permit, and oversee construction of two clean water infrastructure resilience projects under RFQ 2026-01, with statements of qualifications due August 14, 2026 at 2:00 p.m. EST. This is a qualifications-based selection process with no interviews required; the Selection Committee will rank firms during the week of August 17–21, 2026, with selection notification and negotiation commencement anticipated on or about August 24, 2026.

The two projects total $1.604375 million in combined project costs, fully funded through the Georgia Environmental Finance Authority Hurricane Helene Resilience Funding Program with 100 percent principal forgiveness. The US HWY 1 Pump Station Flood-proofing project is budgeted at $315,000 and involves elevating critical systems and directing water away to protect against flooding. The Pump Station Generators & Telemetry project is budgeted at $1.289375 million and will install permanent backup power generators and telemetry systems at five critical lift stations for real-time remote monitoring and alerts.

Engineering services span surveying, project design, permitting, preliminary engineering reports, environmental information documents, State Environmental Review Process completion, construction assistance, bidding assistance, inspection and testing, pay requests, grant administration, budget tracking, and project closeout. Respondent firms must demonstrate experience in municipal water and wastewater system design and oversight, with preference given to firms with experience on projects funded through Federal or State disaster resilience grant programs.

The Selection Committee will evaluate firms on firm stability (10 percent), relevant project experience and qualifications (35 percent), past performance (25 percent), suitability to the project (15 percent), and firsthand knowledge of the community and the Owner's utility systems (15 percent). Qualifications statements are limited to 25 pages maximum as a single PDF file submitted to administrator@wadleyga.edu. Questions are due July 25, 2026. A communication restriction is in effect from RFQ issue date until final selection is announced.
