About this opportunity

Onslow County Purchasing Department is requesting qualifications for professional design services for a new Emergency Medical Services Station in Jacksonville, North Carolina, with qualifications due September 24, 2026 at 2:00 PM EST. Award is contingent upon approval of federal grant funding.

The facility at 317 Western Blvd. will serve as a primary EMS station and dual-function backup Emergency Operations Center and E911 dispatch facility. The design scope encompasses feasibility studies, architectural and structural engineering, MEP systems design, civil engineering, permitting support, construction document preparation, and construction administration. The facility program includes a backup EOC built to ICC-500 standards accommodating 102+ personnel; a backup PSAP with eight dispatch desks; an eight-bay ambulance facility with drive-through capability; a regional logistics warehouse with 90-day supply capacity; training facilities; and emergency response coordination areas. Preliminary site and floor plans are provided as reference documents.

Firms must be licensed in North Carolina and maintain professional liability and errors & omissions insurance naming Onslow County as an additional insured. Qualification packages are capped at 50 single-sided or 100 double-sided pages and must include organizational charts, staff resumes, general qualifications, subconsultant information, past project experience from the preceding ten years with client references, current project schedules with resource availability, hourly rates by pay classification and reimbursable expenses, litigation history, and required forms including notarized Non-Collusion Affidavits, E-Verify certification, and debarment certifications. Federal contractor registration on SAMS.gov is required.

Evaluation emphasizes firm qualifications and experience with similar public facilities, understanding of federally and state-funded grant requirements, proposed staff qualifications, financial stability, ability to begin work immediately, and client references. Written questions are due September 4, 2026 at 12:00 noon; responses will be provided by September 9. Award notification is anticipated October or November 2026 or earlier pending grant approval. The County will negotiate a stipulated sum fee for basic services and rate schedules for additional services with the selected firm.
