About this opportunity
The City of Redondo Beach is soliciting proposals for comprehensive Waterfront Property Management Services under RFP/Q#2626-001, with proposals due October 21, 2026 at 5:00 p.m. PDT. An optional pre-proposal site walk covering all portfolio properties is scheduled for September 28, 2026 at 1:00 p.m. PDT at 100 W Torrance Blvd.
The scope encompasses full-service management of approximately 12 waterfront commercial properties totaling approximately 159,000 square feet, including Pier Plaza, International Boardwalk, Fisherman's Wharf, Kincaid's, and Pier Parking Structure Storage Units. The portfolio generates a minimum of approximately $3.6 million in gross annual revenue and includes roughly 60 commercial tenants across restaurant, retail, and office uses, plus 24 storage units. The selected firm will manage day-to-day operations, lease administration, financial management, tenant relations, vendor and maintenance coordination, security, and environmental compliance. The firm will also serve as Trustee of a dedicated Trust Account collecting rent and other charges, disbursing funds for expenses, repairs, and property taxes, and maintaining required fidelity bond coverage. The City will provide on-site office space within Pier Plaza at the City's expense.
The initial agreement term is three years with an optional extension. The cost proposal must be all-inclusive, covering monthly management fees, hourly personnel rates, software or technology expenses, after-hours or emergency response fees, and additional services. Compensation is paid from the Trust Account and detailed in Exhibit C.
Evaluation criteria are weighted as follows: Proposer Qualifications, Relevant Experience, and Past Performance (30 points); Technical Proposal (30 points); Understanding City Needs and Preferred Qualifications (15 points); References (15 points); and Cost Proposal (10 points). Interviews are tentatively scheduled for the week of November 2, 2026, with award notification November 17 and contract award December 8. The selected firm must commence work within three weeks of Notice of Intent to Award.
Proposers may submit bundled proposals combining this RFP/Q with Marina Operations Management Services (RFP/Q #2627-003) or Waterfront Real Estate Brokerage Services (RFP/Q #2627-002), with favorable consideration given to proposals demonstrating coordinated-service efficiencies or cost savings.
