About this opportunity

The City of Bakersfield Water Department is requesting qualifications and proposals for design services on two wastewater treatment plant Phase 0 projects under RFQ/P, with statements of qualifications and proposals due November 19, 2026 at 3:00 p.m., an optional site visit on October 21 at 9:00 a.m., and anticipated notice to proceed in late December 2026.

Proposers may submit qualifications for Wastewater Treatment Plant No. 2 (25 MGD trickling filter facility), Plant No. 3 (32 MGD activated sludge facility), or both. Plant 2 Phase 0 focuses on stabilization and rehabilitation to meet waste discharge permit requirements; Plant 3 Phase 0 involves rehabilitation and equipment installation to achieve its permitted 32 MGD treatment capacity. The selected consultant(s) will provide preliminary design reports, full design, and engineering services through bidding and construction phases. Anticipated design duration is 30 months for Plant 2 and no more than 18 months for Plant 3.

Consultants must demonstrate considerable experience with wastewater treatment plant design through at least three comparable public works projects completed within the past eight years with different clients. A minimum of $1,000,000 in Professional Liability, Automobile Liability, General Liability, and Workers' Compensation Insurance is required. Fee proposals must be structured as fixed fees for Project Management, Preliminary Design Reports, and Design Phases, with time and materials not-to-exceed caps for Bidding and Construction Phases for each plant.

The City may award one or two agreements depending on qualifications and proposals submitted. All work product, reports, documents, and studies become the City's exclusive property upon completion. Consultants must obtain a City of Bakersfield business tax certificate and comply with all applicable municipal, state, and federal requirements. Proposers may not alter the sample Design Consultant Agreement without prior approval at least ten calendar days before the submission deadline. Award notification is anticipated November 25, 2026, with a City Council meeting scheduled for December 16, 2026. The site visit will begin at Plant 3 (6901 McCutchen Road) and continue to Plant 2 (1700 East Planz Road).
